General provisions

This Policy sets out how the operator processes and protects personal data received through the Cyber Kino festival website, through film submissions and through email enquiries.

The personal data operator is sole proprietor Alexander Olegovich Bashilov, TIN 772372464850, state registration number 319774600098385. The operator is listed in the register of personal data operators: registration number 77-26-569291, entered on 04.09.2026.

For any question about personal data processing, write to info@cyber-kino-festival.com. A postal address for written requests is provided on request sent to that email address.

Using the website means accepting this Policy. If you disagree with any of its provisions, please do not use the website and do not send a submission.

What data is processed

  1. When you visit the website. IP address, date and time of the request, browser type and version, operating system, screen parameters, referring page and pages viewed. This information is generated automatically and recorded in the hosting provider’s technical logs.
  2. When you submit a film. Author’s name or team name, email address, the applicant’s country, the country of production, film details (title, director, running time, category, synopsis), screening links, supporting materials — poster, stills, subtitles — and any other data the applicant chooses to provide. A submission can be sent by email or through the form on the rules page; the set of details is the same either way.
  3. When you write about general or partnership matters. Name, email address, the content of the message and any attachments.

The operator does not collect or process special categories of personal data (racial or ethnic origin, political opinions, religious beliefs, health, sex life) or biometric personal data.

Purposes of processing

  1. receiving, registering and reviewing submissions and selecting the programme;
  2. contacting applicants — selection notices, requests for screening copies and missing materials;
  3. preparing the programme, the catalogue and festival materials;
  4. handling enquiries and replying to them;
  5. keeping the website working, secure and correctly displayed.

Legal grounds

Processing is based on the consent of the data subject (article 6, part 1, clause 1 of 152-FZ), given by sending a submission or an enquiry and by continuing to use the website after reading the notice shown on the first visit.

For applicants whose films are selected, processing is also necessary to perform the organiser’s obligations towards the participant (article 6, part 1, clause 5 of 152-FZ).

Cookies and browser storage

The website uses no advertising, marketing or analytics cookies. No web analytics counters and no social network pixels are installed.

Two technical records are kept in the browser’s local storage: ck-consent — a note that the data processing notice has been accepted, so it is not shown again, and ck-lang — the chosen language version of the site. Both records stay in the visitor’s browser, are never sent to the operator and are removed by clearing site data in the browser settings.

If web analytics services are added later, this Policy will be updated with details about them before those services start working.

Sharing with third parties

The operator does not sell personal data and does not share it with third parties for advertising purposes. Data may be shared only in the following cases:

  1. with jury members — film and author details, to the extent needed to evaluate the work;
  2. with festival partners and screening venues — details needed to organise screenings and publish the programme;
  3. with authorised state bodies — on the grounds and in the manner provided by the legislation of the Russian Federation;
  4. with Google LLC (USA) — details from a submission sent through the website form are written to a Google Sheets spreadsheet that holds the register of entries, and the notification to the organiser is delivered by the same service.

Details of selected films and their authors — name, country, film title, stills and synopsis — are published in the festival programme, catalogue and promotional materials. The applicant gives consent to such publication by a separate checkbox in the entry form.

Where data is processed

The festival’s email runs on Yandex 360, whose servers are located in the Russian Federation. Submissions and enquiry correspondence are stored there.

The website is hosted by a provider whose servers are located outside the Russian Federation. When you open the website, technical data — your IP address and browser details — is processed on those servers.

A submission sent through the form on the rules page is written to a Google Sheets spreadsheet and into a notification email; Google LLC servers are located outside the Russian Federation. This cross-border transfer rests on the applicant’s consent to the processing of personal data on the terms of this Policy, given by a separate checkbox in the form: without it the submission is not sent.

Retention periods

  1. submissions and supporting materials — until the 2026 festival ends and its results are announced, but no longer than one year from the date of submission, unless a longer period is required by law or needed to perform obligations towards the participant;
  2. enquiry correspondence — up to one year from the last message;
  3. website technical logs — for the periods set by the hosting provider for service records.

Once the purposes of processing are achieved, or if consent is withdrawn, the data is destroyed unless there are other lawful grounds for keeping it.

Your rights

Under article 14 of 152-FZ you have the right to:

  1. obtain confirmation that your data is processed and information about how;
  2. request correction, blocking or deletion of your data if it is incomplete, outdated, inaccurate or obtained unlawfully;
  3. withdraw your consent to the processing of personal data;
  4. appeal the operator’s actions to Roskomnadzor or in court.

To do so, write to info@cyber-kino-festival.com, stating your name and what you are asking for. A reply is sent within 10 working days of receiving the request; this period may be extended by no more than 5 working days with notice of the reasons.

When consent is withdrawn, processing stops and the data is destroyed within 30 days of the withdrawal, unless the law requires it to be kept. Withdrawing consent after a submission means the film can no longer take part in the competition.

Data protection

The operator takes legal, organisational and technical measures to protect personal data against unlawful or accidental access, destruction, alteration, blocking and distribution. Only people directly involved in organising the festival have access to the data, and only to the extent their tasks require.

Changes to this policy

The operator may amend this Policy. A new version takes effect when it is published on this page, unless the version itself provides otherwise. The date of the current version is shown at the top of the document.
